Abnormal mem usage?

Just opned task manager and the memory usage floats around 40% idle wheras cpu usage is 1% idle.

Is this normal?

Running vista 64bit premium on below spec
GA-P35C-DS3R
E2140 at 2.6ghz 333x8
Ballistix 5300

Im running vista 32 home premium with 2 gigs of ram and its cached so much i only have 16mb free. Any ideas as to why?

Even after I tweaked a few things my mem usage was 40% idle.

I turned indexing and system restore off(as I would do a clean install if anything went wrong) and also turned that rather annoying UAC thingy off.

Also 1 last thing was I turned the Windows sidebar off and the welcome center, i changed that to not run at start up.
