AC Adapter powers laptop but does not charge the battery

My Dad has a Dell Vostro 1510 and mentioned to me earlier that the battery will not charge.

I looked on the Dell site to see if there was a newer bios update which might help the problem, there was - his bios is A06 and the latest one is A13 .... thing is i get an Error 144 which basically means - If you have no battery power then we cannot update your bios :/

So i tried plugging in my Vostro 1500 charger and it looks like its charging!
I plugged his charger in to mine and its doing the same thing, powers up but not charging the battery

How can a charger power a laptop but not charge the battery? Not enough power coming out of it?

yes if theres not enough current being supplied it won't charge the battery, sounds like a faulty charger if your charger will charge it.
