I have the Twin turbo 3 and have tested two of these and both have the same results, annoyingly.

When the fans get up to around 47% speed using MSI or GPU tweak there is a distinct noise coming from the fans, I am pretty sure it's normal and it's just the noise the blades generate but annoyingly it's around the mark where the fans usually tend to be operating at that RPM which is about 47% ish speed.

I have had to set the fan curve to skip straight up from 40% speed to 50% speed so it hangs around one or the other rather than in between where this noise is at it's most annoyance.

Side note. Obviously these speeds are not in tandem with the real RPM, I think 60% speed reading in MSI is 100% actual fan speed.

It's not uncommon to have fans generate a harmonic noise at a specific rpm. Usually a 50-70rpm range and if below or above not an issue. How close are fans to anything else besides the Accelero they are on?

Thank you for your reply, I must admit that looking at the actual RPM readings that the noise starts at 65% speed (1300rpm) they are not close to anything really, there is plenty of space underneath them.

Personally I don't like those thin fans. the impellers are long and thin so it's easy for them to start vibrating. Last Accelero I used I changed the fans to Arctic F9 25mm thick fans .. think it was F9 but might have been F8. I've had good luck with big stock GPU coolers just removing the shroud and fans on them stock and replacing with a couple of 92mm or 120mm fans held on with zip-ties.

Here's KFA2 GTX 770 LTD OC with stock fans and shroud replaced with Arctic F9 fans

It's a shame I can't take the twin turbo 3 fans off and attatch some fans to that. I already went down the route of attaching some 92mm noctua redux fans to the stock cooler but they would not keep it cool enough due to only 1600rpm plus the stock cooler on isn't as effective as the twin turbo one.

Edit.. It seems that some people have done this, maybe I can attatch a couple of new 120s I have (Arctic) lying about. The risk being that they generate similar noise on the heatsink, I could test them against the old cooler first before messing about (these ones only go up to 1350rpm :/ )

I have a GTX 970 and have replaced the stock cooler including the two 92mm fans with a single cable tied Thermalright 140mm fan that originally came with a Shaman cooler. I did need to remove the shroud so basically the fan sits atop the aluminium fin array but it works and while a little hotter than stock I haven't bothered to add an extra fan as it just works.

The stock fans started making rubbing and vibration sounds at certain speeds and unlike yours didn't really go away once it reached them.

I also don't rate these thin fans, especially when mounted on a steaming hot graphics card, especially one that doiesn't switch fans on until 60°C.

I am debating weather to try the Noctuas again, they were not keeping the card cool enough before due to only delivering 1600rpm max speed so the card would slowly just increase but that was on the stock aluminium grill, the Accelero twin turbo 3's huge heat sink and grill might work with the noctuas.

Although the TT3 runs at 1800rpms to keep the card at 50oC under 100% load I am unsure what the outcome would be putting the 1600rpms back on, will it just gradually increase with heat and not stop? or just run at a slightly hotter temperature? When I had the 1600rpms on the stock cooler they couldn't keep it from very slowly increasing in heat yet this was at 100% load.

I might experiment other fans with the TT3 cooler the fans come off the cooler really easily.

People sometimes worry too much about temperature. 50,60,70C are all perfectly acceptable for graphics cards, or at least every one I've used. They can run hot.

My card didn't even start the stock fans until 65C. The backplate gets quite warm but doesn't seem to be a problem for anything. It's just the way they are.

Using a slower fan will just reduce the noise significantly, and maybe raise the equilibrium temperature by a few degrees.

My 140mm fan doesn't spin more than about 800rpm as the card tops out at 70C.

Funny enough I've got a brand new 140mm silent wings 3 fan still boxed hanging around for nearly a year now, it has 1000rpm max and might have some use at last although getting and the cooler into my pc may be an issue, I'll let you know how it works out ha.

You must have a good cooler for it to keep it at 70oc with one 140mm fan, what GPU do you have?

I am hoping that the card stays at 65 with this fan but we will see.

Okay, so I tried the 140mm with the Noctua 92mm together but the noise from the Noctua was too much so I tried again and only attached the 140mm fan on it's own, this fan is completely silent but with only a maximum of 1000 rpm I thought it would fail to keep the card cool but there is something special about these Twin Turbo coolers which is probably mostly the huge heat sink on it, I just put a game on at 100% usage for 45 minutes and the cooler still stayed at 47-48oc max.

Finally after months of trying to keep my card silent yet stay cool too, this is the answer A Twin Turbo 3 with a single Silent Wings 3 fan attached to it, I really can't believe the temperature still, amazing.

Good tip Tealc and finally a use for this fan, the answer was hiding away in a drawer for ages lol.
