Just reinstalled Win 7, I was editing a cfg file for a game and on saving to game dir I get access denied, I have to save to desktop and copy to folder which then prompts for permission to copy, so it's a permission thing. Is this a UAC, or UAV, thing, should I set this at a lower level, or otherwise I would have to set each folders permissions separately?

It's just a permissions thing. All your files are owned by your user account from the old Windows install and now you re-installed Windows you have got a new user account with a different UUID. Go into the permission options and you will be able to take ownership of the files with your new user account.
