Access to HTPC

If I have my Htpc with all my files connected to router via cable in the living room can I access it from a laptop wirelessly in the rest of house or would it need to be connected via cable as well?

Wireless is fine. HD content might struggle depending on how good your wireless is though, especially on 54mbps G.

Is it just a matter then of setting up a network on laptop and HTPC?
Also can I move lets a say a film from hard drive on pc to laptop over network?

Yes you can. On my HTPC I just share the whole drive. Then I can access it like a normal drive on my PC or laptop.
