Acoustic Foam Panels in 19" Rack

Hi im going to have a rather overkill rackmount CCTV Recorder in a warehouse office which sounds like a jet engine. the only thing in the cabinet will be the server, maybe a switch and a router. (possibly 42u as we have one spare in another office) will foam panels dampen the sound at all, or do nothing more than prevent the echo?

Why is it so loud.. Surely a cctv box doesn't need much cooling assuming it's fan nose... Disable /turn down some of the fans?
