'Acquiring Network Address' Wired Internet

Trying to fix a friends computer here, The main computer has died (Motherboard short circuited) so have had to pull out another computer. Problem is, Its stuck on 'Acquiring Network Address' and never goes any further.

He's with Virgin, Has the Motorola Modem that they provided and then that just goes to the PC, No router in it. Onboard ethernet port on the Mobo, Device manager doesn't report anything bad

Doing Ipconfig etc just give a whole load of nothing, No Ip's or anything.

Anyone know of any solutions? I would give more specifics, But there are just too many so please ask if any are required.
 
Should have mentioned, The cable works fine to a laptop, Which I'm using now. So I am assuming the cable, modem and internet are all working. The problem is the PC itself.

First thought was some sort of MAC filtering or maybe incorrect WAP key, But that was before I had seen there was no wireless or even a router involved.
 
You may need to power the cable modem off (pull the plug), and leave it powered off for a minute or so before connecting a different device.
