Activation of steam codes via VPN - does it work like on the xbox and add the game without issue?

Hi folks

I'm looking in to purchasing some games but they're quite expensive here in NZ. I get around this by using a VPN to activate xbox codes via the app on my phone set to the country of activation, e.g. the code is valid for Argentina so I set my VPN to there. I've never tried to do the same thing for steam codes as I haven't had a PC for some years but as I'm currnetly using Geforce NOW I'm keen to get some more games. So, the question is:

Can I purchase a code valid for another country, say Argentina, switch on my VPN to the same location, redeem the code and then play without the VPN as I normally would? I'm not looking to activate early, just cheaply.\

Had a good look across the forum but many of the posts infer this is possible but I wanted to check first.

I don't think it works for Steam, I think I tried something a few years ago and it said it had to be in the same region and the VPN, can't remember which, didn't work for steam just the browser. If it was me I would try with something for a £1 and see if it works

I do not know about steam but had EA play+ for a year based on me living in kazakhstan worked out really cheap shortest holiday I ever took

So picked up atom rpg trugorod(?) for ~$2NZD (on sale on steam for $7NZD) and redeeemed using the website with my vpn set to London... product activated and I could play on Geforce Now. The game was labelled Europe so this appears to be a win... might look for another one and see if it works from other regions.
