Active PFC on a power supply allows an automatic adjustment beteer 100V and 230V (according to wikipedia)...........

would it work if I used a 12v car battery or is the input voltage too low?
 
I doubt it as a car battery is DC and the PSU will want AC. You'd need an inverter to bump it up to at least 110v AC. Also the cable sizes would make it tricky. You'd need 20 to 30 amps to be transfered from battery to PC and at 12v you'd need seriously thick wiring.

People who use PCs in cars use inverters.
