Throw these at the machine in question.
Ccleaner
Malwarebytes Antimalware
Adwcleaner
Hitman Pro
SuperAntispyware
Check browser extensions/addons.
Check for any proxy settings in control panel, internet options, connections, LAN Settings.
Check HOSTS file.
If it is still there after all that.
Run combofix (download from bleepingcomputer.com) (Does'nt work on Windows 8.1 yet.)

First I would suggest that you check of any browser extensions have been updated recently and disable them to see if the problem goes away (some extension creators have recently started adding advertising, so it's likely to be the cause here if that is the case), and if it doesn't stop it then do a run through with the already suggested programs.
