Adding another 16GB RAM

Can I add another 16Gb to it. Not the same kit as its not available anymore. Will it all run at 3000Mhz? Was looking at this

Or would i be better getting a single 32Gb kit such as this one

Im running at stock so would the fact its slightly slower make any difference?
