Adding Frames in Iphoto / Aperture

Do you mean borders? You certainly can in Aperture via plugins, one I dowloaded is called BorderFX. I don't actually use it, just downloaded for curiosity. I'm sure there will be others out there. Don't think iPhoto allows plugins...could be wrong.
