Adding Non-Steam Games To Steam

How does this work?

Does it means every time I format my computer, I can then just download these games instead of finding the disk or what?

And what about the CD Keys?

it just adds a shortcut of the game into the steam window. Thats it.

More usefully, it allows you to chat to friends on steam in any game.

it lets you use steams ingame chat, and tells all your friends what your playing. If you dont have/want xfire it can be useful.
