Adjusting fan speed on aftermarket cooler

Hey all, I am pretty sure there is no way round this problem this but just asking in case anyone has a suggestion. I have bought a GX700 aftermarket cooler for my X1900 256mb card, but the fan power runs off a new lead which connects to my Aux2 3pin fan connector. So now if I adjust fan speed in ATI tray tools nothing happens. I assume the fan is going 100% all the time.

I have checked to see if I can control the fan with Speedfan but on the IP35-E mobo I am using only the cpu fan header can be controlled. So just a quicky, is there any way I can get the fans speed on the aux connector to run slower?
