Adjusting shader clock

The evga 780 for example:

This one has a shader clock of 1726 where as the:
http://www.overclockers.co.uk/showproduct.php?prodid=GX-231-EA&groupid=701&catid=1914&subcat=1341
has a shader clock of 1960.
Is it possible to adjust the shader clock from the first card up to 1960? Or does it make no difference?



Or am I being stupid?

Reason asking is you can get a full cover block for the first card as its reference but not the second
