Gimp and paint.net are the two alternatives, both being free. But I highly recommend trying them out first before ditching Photoshop, I tried to do that a couple of years ago but found Photoshop was still better for my usage.
you can use a older version of ps cs2 which is fine unless its got to be upto date for work purposes. for 99.9 percent of things it does everything needed.
