if you increase res size larger than the original footage/picture frames your going to loose quality and it'll be come blocky. Also if you change the height and Width res to a different ratio your going to either make the footage fatter or thinner.
so another words always make your footage the size you want it before you put it in Premier (unless your output is a smaller resolution but same ratio then of course you wont loose picture quality).
