Adobe software lagging Chrome and Firefox

I recently reinstalled Windows 10 and now have a weird issue with any Adobe software (I primarily use Photoshop but it also happens with Premiere).

When I start one up, Chrome/Firefox will then become extremely laggy until I reboot or uninstall Photoshop/Premiere. I have tried both Photoshop CC and even gave old CS2 a try, both give the same issue.

Never had any issues on my old build. I have tried switching off the hardware acceleration in the Adobe software, but that doesn't help.

Any ideas?

Nope. That was the first thing I killed.

I've also had a look for any other Adobe processed, but it doesn't leave anything running after closing Photoshop/Premiere. Which is weird, it must be hooking into something somewhere which is causing this?
 
Bump. This is super annoying, I can't have Adobe stuff installed without ruining my Chrome :(

I have upgraded display drivers twice and tried again, but no luck. It's even happening when I install older CS2! I have also tried turning the GPU acceleration off in Adobe, but no luck. It's weird as I can close e.g. Photoshop and it'll still lag, but when I reboot it'll stop lagging until I then open one of the Adobe applications again. So there's something that runs in the background, but I can't see any executable to kill.
