ADSL Max - getting a lower speed than estimated - anything I can do?

Hi all,

When I signed up for ADSL Max, they estimated I would get 5.5Mb. Now I've actually signed up though and had the service for 2 months, I seem to be getting much slower speeds than that - indeed in my Eclipse Internet control panel, it says;

Estimated Stable Line Rate 3,424 kb/s

Is there anything I can do to bring my line closer to the 5.5Mb it estimated? My router is a SMC ADSL 2 router with the latest firmware and here are the stats;

I have notices that *sometimes* i get the occasional crackle on my phone, but it is a cheap one so I don't know if it's the line or not.
 
The usual - try connected directly to the master socket with no extensions, other devices or filters. If it's (much) better, your wiring (or some device attached to it) is crap.

I live in a flat, so we only have one telephone socket - I assume this is the master?

Anyway, I have tried different filters without success, and as I don't have any other phone socket to plug the broadband modem/router into, I think that probably is all I can do with the wiring?
