it does say "subject to fair use policy" in the T&C. But if you read them, they only restrict you from Downloading Child Porn, DDOSing other users, Hacking your modem to get 40mb etc...
no wording about download limits. And thats because they own the network. Theres no1 to charge them for the bandwith they use
Virginnet's ADSL connection however is through BT. and BT charge them for how much bandwith their customers use, hence the download limits.
