Advantages of different Firmwares (PS3)

I don't understand why when people are selling PS3's why people ask what firmware it is running or why it matters? Does it mean I shouldn't update to the latest every time it asks me?

Can anyone expain why please

3.55 and below you can download games. Although new games generally don't work. Also FW3.6+ cannot be downgraded easily.
