Advice needed - budget build for daughter

With Christmas approaching and my daughter constantly moaning about her pc I'm thinking it's time to replace it. I can't even remember what she's running at the moment, possibly an old dual core AMD of some description. Mostly she uses it for skyping, low end graphic design and playing a few games like RIFT and The Sims. She's using on board graphics and sound and her PSU is dying a slow death. She's constantly complaining about the games performance and is running RIFT with everything on lowest including low graphics renderer and even then it's painfully slow. Her case is cheap and nasty but can be reused, it's hidden away under her desk anyway. She's using 2, 5400RPM Sata drives that must be small as she has to keep making space on them.

I notice the AMD APUs getting some good reviews, perhaps the way to go? I've got a retail Windows 7 that can go on it. Any suggestions as cheap as possible that'll do what she needs either prebuilt or just the components?

If it's any help I think I have an old 8800GT somewhere?

Depending on motherboard - it might be possible to upgrade CPU to used (Ebay, for about 50-60) Phenom II 955/965. On the top of that - PSU change (Corsair CX 450 for example), some good graphic card (GTX 460/560 - Ebay again, for about 40-50). Make sure she's got 4 gigs of RAM, so another upgrade might be needed. No point to change whole platform, especially it would need Windows & all software reinstall.
