Advice on PSU

Hi all,

Recently completed a build of:

Value Piano Micro ATX Case
AMD FX-4 4170 4.2Ghz (Not OC)
ASUS M5A78L-M/USB3
Sapphire 6670 1GB
WD Caviar Black 1TB
Crucial 8GB 1600Mhz (Not OC)
CIT 480W Dual 12V Rail PSU
Artic Cooling Freezer 7 Pro

Now, the issue i've noticed is that the Mobo isn't ramping up the CPU RPM as the load increases (tested using Prime95 + ASUS AI Suite and HWMonitor)

Another issue is that the PSU is very loud, louder than the case fans and CPU fan (CPU fan is silent)
This PSU was chosen purely as i had to stick to a budget.

I want to return the PSU and switch it out as i dont feel confident about it being so cheap anymore.

What wattage would you guys recommend?
Also, any info on peoples experiences with CIT's PSU's would be appriciated.
Trying to isolate the issues, whether the mobo is struggling cus of the crappy PSU or if the mobo is dead, and whether the PSU should be so loud!

Well, theres AMD's usual Cool n Quiet, its set to enabled, and has been the entire time.

The other auto fan controller is ASUS Q-Fan, which has three modes, Silent, Standard and Turbo.

Of which they all do the same, with the AMD cooler on Turbo it boosted the RPM to 3000+ RPM, this one just idles at about 1200RPM still
 
Well, i want it to actually cool the CPU, which it doesn't seem to be doing

I bought the AC 7 pro because i thought it'd be quieter than the stock (which it is)
But i expected it to cool the CPU more than the stock
