Advice on removing a problem neighbor.

I'll not beat about the bush: I (or we, the block) have a problem neighbor that has to go.

I am asking for advice not so much for myself but for my neighbor next door as his life is being made a misery by the bloke living above him.

For context, I moved to a new property (1 bed housing association flat) the neighbor to my left is a middle aged bloke a bit older than me with a range of health issues, like COPD among others. and the guy living above him is some mid-30's cokehead/alcoholic that has been causing bother with the street since before I even got here. Last week he was nicked for assaulting my neighbor (charged with 2 counts of assault and 1 of harrasment) and today we had the armed response unit on the front pointing guns at my disabled neighbor because the fool living above him must have thought it was a funny thing to do, as to why I don't know but he was led away in cuffs at least but he will no doubt be back as he's a regular with the police.

For myself I have never even spoken to him, nor has he given me any direct grief but he's constantly doing stuff to my neighbor next door and the poor guy is cracking up. He's got camera's all over the place for his safety and the housing association seem pretty useless (Torus) in getting rid of the problem that I haven't a clue how to indirectly help him without having the same stuff starting at my door. I sent an email to Torus's local housing guy telling him more or less the same thing but as expected they never bothered to even reply.

Any ideas? As short of this bloke doing something serious enough to get himself put away I am unsure how my neighbor can get rid of him.
 
Not myself personally no. Aside from some loud noise at times I have never even met or spoke with this bloke. I moved here in Febuary and while I speak with the neighbors to my left and right (both seem great, nice people) I have not spoken or even interacted with the one causing my next door neighbor these issues. Iv seen the camera footage of what goes on, like when he was assaulted and the one today of the armed police showing up but nothing yet has personally impacted me.

The only other thing I considered was maybe the citizens advice team to see what they can do as my family say I shouldn't get myself involved as I have my own health issues but I feel sorry for the grief my neighbor is going through and thought I might be able to help him in some way.

Yes we are all in the same housing association, which so far seems pretty useless at dealing with complaints. Maybe it's because I myself am not being targetted but it's a crappy situation for the guy next door having this deranged moron living above him causing all this meither. That with the armed response team today was quite a surprise.

If you are brave enough why dont you ask him to chill down a bit. Film it/record it secretly and if he starts threatening to kill you then go the the rozzers.

Then move.. :P

This is the sensible answer, as by the sounds of it the problem neighbour is breaking all sorts of the housing contract rules.

The comedy answer is, find out if anyone you know has a backhoe and will loan it out for a night, no questions asked.
 
As far as I am aware he's had warnings before though how many warnings it takes before someone get's booted is anyones guess.

Surely just calling for those guys to show up without a valid reason would be a chargable offence?

Surely the correct way to start the process is to write him some passive aggressive notes?
 
Not advice sorry but that must be so awful for your neighbour. I can't imagine not being able to relax in your own home wondering what's going to happen next, especially with his health issues. Some people are just scum.
