Advice on tools to create a graphical mouse-over web page

I'm looking to create an information page describing the features of a particular product. I'd like to have a large image of the product on the page and be able to designate certain areas of the image as 'clickable' to bring up pages with more detail.

I have very basic html skills and wondered if there were any tools (pref free ones) that could help me build this?

would be incredibly easy in flash, but obviously it aint free... also pretty simple in html and css which is free but requires a bit of knowledge...

you could go down the route of html image maps which is fairly simple so maybe google for apps to generate the html, there are hundreds of em

Ta - I wasn't even sure what to search for in Google before. I'll have a look into image maps & flash.
