we can't see if there are any plums there now. ?

Make sure you cut it cleanly with a saw or anvil-cutter, important to avoid disease getting in - I bought some resin to apply to a treasured palm tree when I pruned that.
my suspicion is Autumn after the tree has pulled goodness back into it's core, ready for some upcoming spring growth, to try and get some fruit next year.

I'm pretty sure you prune plum trees early spring or mid-summer. It a case of removing some of the older branches. The new will then send up loads of new shoots, so you will need to prune these back to keep it under control.
