My dads internet is 3x as worse as mine, despite being in the same house.

This is mine, I'm on BT and the line is fitted in my room:

This is my dads, he's on Sky and that's fitted in the living room:

He's phoned Sky and they literally cannot do anything better with the line. Apparently the best he can possibly get is 900KBS.

How does that even work if I get 2.29 and we're in the same house?

He's tied to a contract with Sky, so he can't change ISP, but will changing the ISP to BT fix the problem? Or does he have a really bad line?

And before you ask - we live 4-5 miles away from the Exchange, so my line is basically the top end of what we could be possibly get. He'd be happy to match the speeds I'm getting (no reason why he can't).

You can get a bit more than the basic info, but it's a bit of a faff...

Log in to the router and go to "Troubleshooting", choose "Event Log", and Category "WAN". You'll find something like this from the last time your line synched:

Have you tried his router in the BT test socket?

I believe he's been on the phone to Sky constantly today and I believe he's tried that, yeah. Sky are adamant that his line is fine and the best speed they can give him is up to .9 mb. His ping keeps fluctuating randomly, so he can't connect to online gaming servers.

I just don't understand how I can get a steady 2-2.3mb line with zero problems, when he has an absolute crap line, but it says it's fine on Sky's end.

Where can he go from here? I don't think they'll send an Engineer if they say it's fine on their end.
 
Your Dad's downstream attenuation is basically maxed out.

If the internal wiring has been checked then you're at the mercy of your ISP and what they're willing to do.
