after Chkdsk - UI broken :/

Ok for some reason i wanted to open Quick Time, it froze my computer, after 10 mins of it slowly doing something (quick time still not open) i soft rebooted PC via button.

On reboot it wanted to do a chkdsk so i let it. Once complete when i booted into windows it was as if it was the first time i used it. UI is complete reset, keyboard is set back to US style. Some programs dont think they are installed Autocad etc.

Cannot Unlock the task bar, even via registry as the sub menu isnt there..
Right Click on desktop > new > options are empty. (so cant make a new folder)
Cannot change the start menu items, unless it is in XP mode.
Deleting to recycle bin does not work.. it straight away goes to permanent :/

It seems all vista UI related things are Locked and i cannot edit them, any changes I can make are not permanent...


I guess i need to do a windows repair? But i cant, for some reason i cannot boot from CD/DVD.

I have set first boot option to SATA DVD but when i boot up and shows the raid lines. It flashes up a msg:

Warning: Have Option ROM can not be invoke (Vendor ID: 197Bh. Device ID :2363h)

I have looked up this problem and it seems to be bios related... I am going to reset the Bios and not overclock and see what it says...

cleared cmos, and returned to orig clocks, still cant boot from DVD that warning still comes up :/

feels very weird, i cant "unhide" hidden folders another feature seems to be lock by some kind of write protect or that theres no registry function.
