How can I enable this on my Intel 945GM laptop card?

If I go to DXDIAG, it is listed as "Not available" and greyed-out.

I don't think you can enable it, it is either enabled or it isn't e.g. your graphics card is not capable of supporting it, a quick websearch suggests that a lot of Intel integrated graphics solutions don't support AGP texture acceleration. Sorry I can't be of more help.
