Air Gapped PC slowing wifi network

Hello, a very odd situation I have is that one of my PC’s is not connected to any network neither wired or wireless.

Yet if it is on my internet connection on my laptop is very slow, this has happened since installing a second hand Nvidia graphics card purchased from CEX, I will test a different card to make sure but how is it possible for a PC that’s not connected to a network to affect wifi speeds on a different (connected) computer? I’m concerned that either this second hand graphics card has had some very unorthodox modifications or there is a major network security issue with either a network adapter of some kind running on the air gapped PC or possibly a known hardware issue?

It is a very odd situation and does not make sense to me as the PC is purposefully air gapped as it is only used for work.
 
How close to the computer is the router?

Could be interference emitted by a dodgy fan or component effecting the WiFi signal.
