Airflow Cooling Question

Forgive the noob question, but trying to work out which is appropriate.

The cooler at the top is a two fan closed water loop. I understand that I want the hot air removed from the case, but in terms of the cpu cooler am I wanting to draw in cold air over the radiator fins?

Just have the top blow out, as hot air rises, and it aids convection for other components. Sure, it might be 1-2C hotter, but it will only be that much, which is, nothing

Helps to keep the dust out too if the front is filtered.
