I used an Evo 33 briefly before I switched to water, and I also found it to be a bit on the loud side. I've just checked the specs on the Akasa Amber fan on the OcUK site, and it's rated speed is 1800 rpm, yet yours is running at 2400 rpm (I seem to remember that mine ran at a similar speed on full)? Is it possible that the two fans are different versions?
As for alternative fans, Papst fans are supposed to be pretty decent. However, I have only used them at work (where there is a lot of background noise), so I can't say how good they are on a quiet basis.
If you are wanting to run a 80 => 120mm converter, is there room to fit it on the back of the heatsink, so that the fan is sucking air through it? That is how a lot of people using water-cooling have their radiator/fan set-up. It shouldn't harm performance.
