I don't see why you couldn't, it looks like a standard TRUE-like design - just be inventive with cable ties.
If it's anything like the NOctua, and most heatpipe air coolers, using a second fan will add a fair bit more noise for not much in a temperature drop - a few degrees under load at most.
I wouldn't bother unless your temps are causing you concern, in which case a Primula Megahehehehehehelams* [if socket 1366] or a Titan Fenrir would be an option, depending on your CPU.
*Primotech Megahelams, I mean. I always think of cream cheese in a tube when I think of them though.
