Report author Dame Elish Angiolini also called for legal amendments so if a person is severely intoxicated they lose the capacity to consent to sex.

Seems like an interesting move which would make prosecutions easier to prove. Is it workable though and would it just lead to arguments over what "severely" constitutes?
 
Maybe change the law so women can be done for rape as well? ( I realise that there's not many blokes that would admit to that). This might get me flamed but I wonder how much is dus to all this comp for being touched 20 years ago as its a similar situation.

Why? Sexual assault is charged in the same way and has the same sentencing guidelines.
