And then there are those that just like to take the **** by flying past in a massive spaceship and watching people pass them off as weather balloons. If I were an alien, that's what I'd do.
These sighting could be of civilian crafts that are out on a stroll or even tourists!
But seriously, in a utopian society, they would have no need for defensive or offensive capabilities....such as cloaking. They have no need to hide themselves, or maybe they under estimated our capabilities in spotting them?
