My brother bought a mini pc and hes wondering if he can expand the ram on it I have no idea but maybe you guys could help out

It says you need DDR4-1866 SDRAM.

You can add more than 4 gb but I don't know how many slots are on the motherboard.if there's only one slot you would want 8 or 16gb of DDR4-1866 SDRAM.

The 1866 refers to speed anything speed above that should work but only at 1866.

From this video it look like there a second slot to add more ram but I would check.
