All round rig for friend, Budget about £350-400

Just looking around for parts everywhere,Have my build listed down, but just wanna see what build you guys recommend or the famous stulid

AMD route would be best..but all around browsing,music etc, and gaming like fallout 4, gta etc that runs a smooth level

but would a £400 budget be enough to run fallout 4 or gta5 on minimum settings? help!
