Alloy wheel locking nuts

I finally got round to buying some locking nuts for my alloys.
They were so damn hard to find ones that sit in the holes.

I managed to get 2 of the wheel bolts off to fit the locking nuts to but not the other 2.
I had to go to garage to get the other 2 done because they were on far too tight for me to undo.
I went to the first garage and he said he'll fit the other 2 locking nuts on for £20, 'err sure mate, £20 for a 2 minute job'.
Finally went to another garage and the guy did it for free.
He mentioned something about gettin the torque right on the wheel and locking nuts.
What the hell does that mean?
When i got home i made sure all of the wheel nuts and locking nuts were on nice and tight but found the ones the mechanic did were not on that tight.
I would have thought you need the wheel nuts (and locking nuts) on as tight as possible to prevent a wheel falling off or am i dreadfully wrong?

Each car maker will specify which torque (how tight each nut is to be done up), doing things up too much can strip the threads or shear off the stud which is not good.

To get it right you need a torque wrench.

Damn.
All of my wheel bolts and locking nuts are done up as tight as possible (by my strength).
The mechanic did have a torque wrench but it seemed as if he wasnt tightening up the bolts that much.
Shall i take it back and get the torque on each of the buts done properly or will i be fine just leaving them as they are?

You've replied to two of my threads, i just want to know what the hell 'mayne' means because you used it in both posts.
Also, what consequence is bad?? will my wheels fall off? ;)
