Alternatives to image maps?

Got to create a flow diagram with lots of links off to other pages. In the past the previous dev here used a horrible, horrible, image map created in Corel Draw. Feels a bit nineties tbh.

What are the alternatives? I was thinking about using tables (gasp) but I wouldn't want to use a screen reader with that. Or a sliced up image? Seems a bit lazy. What are the alternatives?

can't you use absolutely positioned links with a width and height?

Absolutely positioned? As in CSS? Annoyingly can't assume CSS support at all.

yeah, I was suggesting a CSS method, but if you cant use that then Im not sure. I guess if new stuff isnt supported then you'll have to go with old stuff
