Am I overclocking? How can I tell?

Another ****ing idiot noob looking for some guidance, sorry you must get it a lot.:(
I overclocked manually in the BIOS following this youtube vid. Basically just changes the frequency from 40 to 45.

And now I can see this

So the ASUS suite shows a Frequency of 45 and CPU-Z shows 8-45. But I ran Prime 95 (blindly- I didn't understand it) and my reported speed never went above 4000.

I don't understand how to see my speed in real time to see if my Overclock is active... any help please guys?

Skylake i7 6700k, Asus RoG Gene VIII MB, Rajinkktek Triton AIO cooler, 16GB RAM, GTX 970.
 
Did you definately do the sync all cores option it said on the video? It looks like you might have a max turbo of x45 on one core but when all 4 cores are active its only using x40.

I dont know that bios so its just a guess.
 
Yeah I did.

But can you tell me what I should be looking at in which program.
Ive been googling for hours but every guide I read just says "Set Overclock > Stress Test it."

But I want a way to see what I'm actually testing, what actual speed is happening. I'm bloody bamboozled that this isn't more obviously covered.

I ran Prime 95. and had CPU-Z open but the most it showed was my core speed getting to 2800... the minimum I expected to see was 4000...
