generally lower TDP does mean better OCing, but its not neccessarily better!
potentially obviously everything helps, and at the same speed they would put out less heat, so this may help overclocking on air where temps can hold you back before anything else, still lower TDP doesnt definately make one chip better overclocker than the other
much more important is good stepping, wait till some people have posted results then get a good stepping
