I don't think they actively go looking for scum bags to employ. By all accounts Amazon employees are heavily monitored but if someone is determined to steal they'll probably find a way.

My comment was actually tongue-n-cheek, I'm aware that in such a setting certain people may get tempted to steal and hence that setting can literally create the criminal.
