amd 1800x core speeds

i have a 1800x in the new rig

its overclocked and running very stable at 3.9ghz, was running 3.7 out the box. have kept the voltage at 1.36v and got the memory running at 3200mhz
now when i check the clock speeds in the ryzen app, cpu z or core temp the clock speeds show at 3.9ghz when its not under load.

do these chips throttle back or have i done something wrong?

I'm not sure I understand - you've overclocked the CPU to 3.9ghz and it's running at 3.9ghz when idle? Isn't that expected?

If you set the frecvency manualy to 3.9Ghz it will stay there
Power saving is still present but not to the degree of stock settings

You need to overclock using P-states if you want the CPU to clock down when not under load. This will yield slightly more power savings, although maybe not as much as you'd think.
