Go into bios change CPU multi from auto to 18x (3600MHz), reboot, test, go back into bios, go up in 0.5x multiplier steps and test again, up to 20X if your temps are OK. You may need to up the vcore setting as well a notch or two. You are then at 20 x 200 = 4GHz.

are there things i have to turn off like turbo and cool and quiet, theres also an option to unlock cores do you know what this is for?
