AMD 3700x Overclocked?

Hi, I don't know much about overclocking or how to do it.

On NZXT CAM it says that my CPU Frequency is 4300MHz and the stock frequency is 3593MHz.

How do I know that my CPU is overclocked or not.

For reference I have not overclocked my CPU at all so this is concerning as I don't want my CPU failing on me as I intend to keep it for at least couple of years.

Motherboard is ASUS F Gaming, I've checked in the Bios and it says 3.6Mhz which I'm confused by as I thought it would have said 4.3MHz?

If it is overclocked how do I return it back to it's base clock of 3.6MHz?
 
The base clock is the guaranteed speed, with all cores loaded- providing the cooler is up to the job.
AMD and Intel chips use intelligent boosting systems these days, so as long as temps and voltages are within limits, the CPU will run faster- up to the rated 'boost' speed.
Most motherboards will show the base speed as the multiplier. Eg, my 2700X has a max boost of 4.35GHz, but displays in BIOS as 38x (3.8GHz 'base' speed), but systems like XFR and PBO will automatically boost past this speed.
Unless you override the multiplier, these auto systems will boost the speed as fast as possible within temp and volt limits. PBO will boost beyond these, and technically counts as overclocking.
A manual overclock involves changing the multi in BIOS, and this will override the automatic systems.
I can set my 2700X to 43x, and it will run at 4.3GHz all-core. However, it will ALWAYS run at 4.3, rather than adjusting it's speed according to load.
With Ryzen chips in particular, manual overclocking is falling out of favour- the automatic systems will get pretty much the maximum out of the chips. Manual OCs just mean more heat and more power consumption overall for minimal extra gain.

From your post, I'd say your chip is functioning perfectly normally, and you don't need to change anything!
