I currently have the 12.6 cats installed and i think i had the 12.3's or 12.4's before.

I have a problem with my 6970 lightning not downclocking to 250mhz when on desktop sometimes (Not Always)

I have no videos ie flash opened, for example when i quit a game and go back to desktop the clocks sometimes only go to 500mhz?

I have no problem getting back to 3D clocks when launching games, just getting to 250mhz sometimes.

once at 500mhz on desktop i cant get them back to 250mhz unless i restart machine or uninstall drivers.

I have this problem when OC and at default clocks

Is this common with AMD cats?

using same drivers mine down clock to 300/150 when not gaming.

I dont use msi afterburner for my OC I use amd overdrive could you try that?

You have cracked it, seems afterburner is the cause, ive used AB for years though and never had any probs with it.

Trouble is now i cant alter voltages or fan profiles using CCC.

I wonder why im having this issue as others dont have this problem, strange.

I couldn't tell you mate has I dont change voltage. Could it be 12.6 and AB 2.2.1 not working well together? did your last drivers have same issue?
 
It's the drivers, my cards don't down-clock below 500mhz untill I run some kind of 3d app, then it does there after until I reboot or go into sleep mode.
