AMD 5500GT Overclocking - advice needed

Hi all.

I'm putting together a simple, cheap PC for some family members for christmas. I've always had intel and enjoy messing with overclocking. The machine I've put together is my first foray into AMD CPU's and I'm having a few issues.

CPU is a 5500GT with a stock Boost clock of 4.4GHz. I tried raising the frequency with everything else stock, but I noticed scores in R23 going down. Looking at HWinfo the clock frequency was reporting normal but the effective core clock was dropping. From what I understand, this is the CPU downclocking to maintain stability. I can't raise voltage as temps are getting high.

I then tried manually setting a locked frequency. I managed to get up to 4.55 GHz with a reduced voltage and all seems stable in R23 and OCCT combined tests, and temps are better than stock. Problem now is there don't seem to be any protections on the CPU, so when I ran OCCT CPU only test, the frequency stays at 4.55GHz and the power and temps go insane (100W+ and almost immediately over 100 degrees). I tried running the OCCT CPU test with stock settings and noticed it runs with a lower frequency to keep things stable.

So, I have two routes I would like advice on. First is to make the CPU downclock when running extreme CPU loads like the CPU does when stock. Is there an equivalent to AVX offset as with Intel? Alternatively, is there any way to power limit the CPU so frequencies reduce, even though I've set a fixed clock? I guess I could also do this with temperature limits.

Alternatively, is there any way to stop the CPU downclocking because it thinks it's unstable? Assuming that's what is actually happening. I was able to get over 1000 points higher score in R23 with a fixed clock, with no instability and lower temps, so I feel like the effective core clocks dropping is being over cautious.

I tried running AMD's overclocking software, but it didn't seem to make much, if any, diffference.

Apologies for my lack of AMD knowledge. At the end of the day, an overclock isn't required, but I'll be building myself an AMD system soon, so I'd be very grateful for any advice.
 
It's running a 50mV negative voltage offset. I could probably go more because I've dropped the clock to 4.5GHz after it failed OCCT in the last minute yesterday. Still getting over 11200 points in R23 (stock was about 10200).

If I can figure out how to keep things under control in OCCT CPU only test, I have plenty of temperature headroom to increase the voltage to get the higher clock stable.
