amd 64 getting hot

hi peeps ive got a desktop pc with a amd 64 3000+ socket 754 and it geting hot to the point where the bios shuts the pc down at 65 degrees it was going this a few weeks ago so i cleaned all in side the pc and reseated the heatsink which is a coolermaster one can any body help me resolve this im thinking about geting a new heatsink and fan oh by the way is isnt overclocked or anything running standard settings and i dont play games on it or anything like that its doing it when browsing the internet
 
When you cleaned it you didn't do something daft, like reattaching the fan backwards? there doesn't seem to be an awful lot of cooling going on there.
 
no i reseated it properly cleaned both surfaces with tim and the temps were still the same after thats why in thinking my cooler is useless its running at 56 degrees now as i write this and im only on the internet at the moment if i run my antivirus it goes to 65 degress and shuts down because ive set it to that in the bios its impossible to fit the fan backwards it only attaches to the heatsink one way
 
Its possible its your motherboard, we have PC's at work do this and it turns out to be the capacitors, check for bulging capacitors.
