how does it compare against the 1.80 conroe?

Also would a artic cooler 64 (none pro) be good enough to cool it?

Not sure if this is any indication at all, but my AMD x2 3800+ at 2.5GHz would convert a 120 minute movie in about 1 hour 30 minutes (1.6x encoding speed), while my E6320 at stock (1.86GHz) would convert the same movie in about 65 minutes (2.0x encoding speed). This is AVI to DVD, with ConvertXtoDVD.

Overclocked to 2.8GHz the E6320 does it in 30 - 40 minutes, 3.6x encoding speed. :D

Exactly why I said hop on over to Tom's Hardware, there are comparisons of these chips for almost any usage you can think of...
