AMD Athlon 3800+ Dual Core AM2 , is it any good, i've ssen this offer and i'm not sure if its worth it, my friends bought 1 and says its "ok" let me know what u all think

i run photoshop, convert dvd's , play games etc,

do you think its worth it, or would it be better for me to buy the parts and build one? (i've build pcs in *** past), i want a pc taht will perform wonders for as cheap as possible (i want a decent processor this time, as last time i had 3400+ and i wasnt that impressed)

would i need anything else to overclock besides a nice fan, because i would overclock if it wudnt cost me much more
